Director of Utility Operations
Tom became the Director of Utility Operations for the City of Freeport on September 5, 2017.
Tom is a native of the north side of Chicago but spent 27 years in the Metro Atlanta area where he started his water career at various water treatment plants that ranged from 1MGD to 128MGD (Million Gallons a Day). Tom has also worked at various wastewater plants ranging from 0.110MGD to 2.5MGD. Tom holds the highest level of license for water and wastewater in Georgia; in Illinois, Tom holds a Class A license in water treatment and is currently seeking his wastewater license.
Tom earned his AA from Gainesville College in Oakwood, Georgia., and earned his BBA from North Georgia College in Dahlonega. His most recent position was that of Water Superintendent for the Village of Tinley Park, in which his main accomplishment was convincing the Village Board to undertake a wholesale change-out of the Village's water meters, both residential and wholesale. The anticipated cost of the project was $6.75M with a completion in a period of no more than 24 months. As of August 31, 2017, nearly 70% of the task was completed, and the project was approved in June of 2016.
